Custom User Titles have been enabled for all users.

You can edit your user title by going to "User CP" > "Edit your details". Or if you're lazy just click here: http://3dsforums.com/profile.php?do=editprofile

Falsely calling yourself a moderator and/or administrator will result in an infraction and possibly having custom user title privileges removed.
And yes, rules still apply to user titles, obviously.
