Yo man. Welcome to the forums. And to answer your question: PRE ORDER MAN!!! YOU HAFTO DO IT!!! JK. But in all seriousness, you should indeed pre order. Its gonna be almost impossible to find a 3DS without having pre ordered it. So yeah. Pre order it.

Welcome the forums! And yeah, you should pre order, more likely you'll get the 3DS at launch. However, I think 4 million units is enough for a handheld. It's not gonna be too hard getting your hand on a 3DS, but you never know.
