Alright, so today while driving I saw a neon pink post stuck in the ground with colorful streams tied to it, which said "COMMAND POST #103"

On my way home I saw other ones, miles away from the others. They also said "COMMAND POST" followed by a number.

Is this some new fad I've not heard of, like geocaching, or is this something just in my area?

Sounds like a group activity going on in your area. I've never heard of anything like that.
