| And since it is a school laptop, I can't format it, and the school has blocked out the use of most programs, even things like windows update. And I can't bring it in to school to get it fixed because the minimum fee to get it fixed, even with a software problem like this, is $50. I just need to know if there is any way to fix this at all, I know it's a long shot, but I'm pretty desperate here. |

This happened to me a few years ago. Internet Explorer works perfectly. You have a virus. You will need to install anti-virus software to remove this virus.

Try entering safe mode to see what happens.

When I go into safe mode the task bar and desktop still turn off and on, and closes all windows explorer programs, as if they are going not responding except without the notification saying that it is not responding. As far as I can tell it isn't a virus, I've already tried scanning my computer with Malwarebytes, and tried using programs such as RKill to stop malware processes, and neither did anything. |

Anyway, you should format, or cough up those $50. What else can you do?

^ I'd go with what he said. None of us have any idea what to do and since you can't actually get into your files or install anything, it's likely you'll never figure it out in time. Just pay the money to get it fixed. |

I would take it back into the school and make a big fuss about how it's their fault, etc. Don't take no for an answer. They pretty much gave you a half functional laptop in the first place. I wouldn't take kindly to that.

Well you can reinstall windows with a backup disk and wait how serious trouble we talking for taking off locks that prevents nessacary updates and other stuff. So A. take off locks by reinstalling windows from a back up or B. pay 50 bucks for a problem it will take anybody with the password five seconds to fix.

If its a laptop with preinstalled windows there's usually a partition you can boot to and format windows, making it like it arrived from the shop. Don't exactly remember how to do that though...
