I've always thought it was Gengar, but now I'm not so sure. Does it look like this: ?

Kind of, I guess. But in the later games, Gengar has lots of spikes on his back.

I know the remakes made it clear that it was Gengar, but still... Maybe it was holding a Ring Target...

It's definitely Gengar and Nindorino. It was in the anime, and in FR/LG. The Nidorino trainer is just a moron.
