*needs to rewatch the Frieza saga before I give a definitive answer*

But I'll say Frieza. It took Goku forever and an episode to beat him. It only took a few Pokemans to beat Mewtwo.

Frieza so bad that its not even funny. He doesn't have any of that emotional baggage and he actually likes killing. Mewtwo only killed like one person and that was Ash and Mew helped and Ash came back with Pokemon tears.
