Not necessarily. Microsoft has apps on other platforms.
The iPhone has some Microsoft apps and Apple is a bigger rival to Microsoft than Nintendo, but that's because Nintendo and Microsoft only clash in one area, Apple and Microsoft clash in several.

Microsoft has already stated that they don't view Nintendo's handheld as competition. So I don't think this hurts the chances of a Skype app appearing on the 3DS.

you can bet your ass off that nintendo is going to pay heavy cash in order to get the function onto there handheld.

That cash will have to earn itself back.

Nintendo will make their own proprietary chatting software and they'll call it Spyke. It'll use pre-rendered images with words on the bottom to allow for safe chatting. 35 digit friend code required.

Why do you think Nintendo is going to have to pay to get skype on the 3DS? I don't think Nintendo had to pay Microsoft for Diddy Kong Racing on the 3DS.

What about the Skype app that is already out for iOS devices? Do you think Microsoft is going to take those down?

I could see something like this happening. Pokemon B/W already had voice chat, so I wouldn't be surprised to see something similar for the 3DS. The only downside is that we couldn't chat with non-3DS owners. "Picto-Voice-Chat"
