If I already had it, then I would wait for the price to drop if I was going to buy it again. But thats just me.

You have played Ocarina of Time before, and the 3DS changes are minimal.
Resident Evil is an entirely new game.

Go for RE and wait for a price drop on Zelda. You're not missing out on much.

Ocarina of Time 3D is something you should buy, and it's worth every single penny you saved for. It's remake of original one with few feature, and easter eggs added to it.

Resident Evil: Mercenaries's new game but (maybe) you have enough time to save up more for that game in 1-2 weeks after Ocarina of Time 3D comes out.

Either Way, I'm getting both.

Look for deals. Right now for instance according to Cheap Ass Gamer Kmart will be offering a $15 gaming gift card with the purchace of OoT:3D. Not the best deal of the week, but the other deals require you to buy a second game at the same time. So all you'd need to scrape together is another $15-20 by the time Mercenaries came out.

Are you referring to Best Buy deal (Buy Ocarina of Time 3D, and other $39.99 game to get $25 giftcard?) but unfortunely that ends at June 25th which is Resident Evil Mercenaries comes out in June 28 or July 1st.

Pretty much. It isn't the best deal from a pure money standpoint, unless you have circumstances like the OP's, limited on cash, and only wanting two specific titles that don't release the same week would make the Kmart deal better than the Best Buy deal for him

Of course he can always take a gamble and wait till Mercs comes out and see if there's a "Buy Resident Evil: Mercenaries get 50% off another 3DS game" deal that week.

Risky, but possibly worth it.

If you are interested in both of them equally I would say go with Oot at kmart with the $15 credit, then you can either get RE later or something else from k-mart. If you want RE more then just wait.
