I just realized that if someone uses dig, and then you use surf it should be a one hit k.o. because the other person would drown in the hole. It should also at least hit the person underground because the water it going down there. What do you think?

There is a little thing called balancing the battle system.
Logically, yes, that would be the case. But it'd be a pretty big game breaker.

Logically, when a pokmeon uses dig, the only moves that could hit it are earthquake and magnitude (i think). Having surf be able to hit an underground pokemon would anger thousands! It's illogical!

Only in the show would that actually happen.. xD
