I just played on Mirror Mode Star Cup, got 1st in every race, perfect score. And keep in mind that I just played this cup like 3 times in a row trying to get that perfect score. And it still only gave me 2 stars?! what do I have to do to get 3 stars?

Some things that may have a possible effect on whether you get 3 stars are if you fall off the stage, or getting around 7 coins per race at least. No one really knows what the factors are but this video might help you: Mario Kart 7 - Perfect 3-Stars Rank Tip Guide (Nintendo 3DS) - YouTube

I noticed when playing that if you don't cross the line first for each lap that you don't get 3 stars as well.

Here's how you get 3 stars:
You must finish a cup having collected 33 coins or more.
You must come 1st every race

Voila, you now have finished a cup with 3 stars.

SirJDL is right. The three cups I really had struggle with were Mirror Star, Mirror Special, and the obnoxious Mirror Leaf.

My advice: get some online experience, then give it another shot. It helped me immensely.

Always try to stay in 1st position. Use every corner to drift. Collect as many coins as possible. This is from my experience.

The question is if you are taking the Lakitu respawn on Maka Wuhu. If you fall off more than once during a cup, you usually don't get 3 stars.

I've fallen off more than once during each cup. I ended up with 3 stars. It might have to do with if you caused it or if you got knocked off the track by someone else.

I also don't think it has anything to do with leading a whole lap. On Waluigi Pinball in Mirror cc, I had won every race before that. I decided to hang back most of the race so I wouldn't get bombarded with all of the items sent at you when your in first. It wasn't until the last lap that I finally moved into first. I got 3 stars on that cup.

Just race your best. Drift whenever possible, collect as many coins as possible (you don't have to finish a race with 10), and drive defensively. Drag bananas and shells behind you so you don't get hit, and drop into 2nd if you notice that someone has a blue shell.
