you can download .mpo files onto your memory card on the PC then put the SD card in your 3ds and view them in 3d tho... correct?

If the video is originally in 3D and if Nintendo allows people add their own videos onto the SD card then, it is possible. The 3DS isn't that magical to turns flat videos into 3D.
