Wondering if anyone knows where they will host any online tournaments for the 3ds ver of this game? or if someone wants to create one.

For the 3ds version? no.

Actually, 3DSForums have hosted several SSFIV3DE tournaments. I imagine we'll have another once EVO2k12 rolls around, since there will be more interest in the community.
