I would search on YouTube for how to open up a 3DS, then search on Amazon or EBay for a new circle pad. I don't think you can fix that.

Opening the 3DS isn't much of a big deal.
Make shure you use the right kind of tools, screwdrivers with the right size, and jou will be able to open the 3DS and reassemble it without any damage. You won't be able to tell it was opened.
As for spare parts, I have no idea. As someone suggested you can look at eBay.
Maybe Nintendo supplies these things?

I think I have a simple guide how to replace the CP in my images here on 3dsforums. Have a look if you like.

It's not a problem if you don't have a CCP.
If you can find someone to supply the 'nob' or maybe better called the slide pad with the silicone, it's easy do replace.

CCPs are usually cheap at gameshops who sell second hand. a damaged or cracked unit will sell for a couple of bucks. I think it's the cheapest way, plus you get more spare parts. Parts like the teflon friction rings.
