I'm actually from New Zealand & we use the same 3DS systems as Europe.

I own two 3DS systems both brought new here in New Zealand & looking at there model numbers they are both labelled as Europe models. My original model 3DS is labelled as CTR-001 (EUR) & my Yoshi themed 3DS XL is labelled as SPR-001 (EUR)

Also alot of the 3DS games sold here in New Zealand are actually the Europe version as they have EUR on the cartridge & they play just fine on my systems.

So im pretty sure the 2DS should be the same & that you would have no trouble doing a system transfer to it from a UK 3DS.

I agree with Sadangelman. Regions can group several countries/places together. In your case, the Nintendo PAL region includes Europe, New Zealand and Australia, as noted both on the Nintendo Wiki and Wikipedia's Regional Lockout page. Just in case you wanted other sources.
