What do i have to do to get stuff off the old sd to a new one?

Wait, first a couple of questions. Do you mean a system transfer? Like moving your digital games from one 3DS to another?

All you need to do is literally just copy/paste the files onto the new card.

What is the biggest micro sd card you can use on the New 3ds? Is it 32gb?

You can use up to 128GB, but to do so you will need to format the SD card to FAT32, or else it won't work.
